Combat patch for OEF-P?

I tried to post this in News, Politics, and Policy, but only moderators can post there, so...

Is there any word on the possible change in 670-1 to allow those who particicpate in OEF-P to wear combat patches? Seems strange that combat pay is authorized, but not the patch.

Importance of swimming ability?

How important is a soldier's swimming ability while in Regiment? I know there is the combat swim test in RIP, but is this a skill that is called upon often while in training and missions?

And, in case any Rangers know, are SF soldiers required to be expert swimmers?
