If she were the least bit culturally aware (an attribute somewhat necessary for SecState IMHO), then she might realize that some parts of the world are not used to the idea of women in positions of authority.
Shit, when we went to Saudi in 90/91, they made damn sure we knew the natives were a little tweaked by women driving trucks and carrying guns.
