As citizens we have a duty to oppose this kind of crap. If you get caught speeding if is fair to ticket you, but it is not right to hit you up with an additional charge. If the officer was not ticketing you he would be working on something different. He would not be at home waiting for gas prices to drop.

Seems like it's more to cover them going overbudget then it is for anything else.
