Army Research Office – Proposed Forum on Research into Decision Sciences
1. Army Research Office (ARO) announces a new research program which addresses decision sciences - related to the mathematical and multi-disciplinary development of theories, models, and algorithms to assist Land Component Commanders in making decisions in complex environments. A more integrated, synergistic, focused research community is needed to make needed advances.
2. The Decision Sciences Challenge for a Military Problem
- The operating environment facing the modern land component commander is complex, uncertain, asymmetrical, probabilistic, dynamic, and cognitively-overloaded with information. The situation continually evolves, sometimes rapidly enough to form a major phase transition. Political, Military, Economic, Social, Information, and Infrastructure factors further constrain and affect operational outcomes at all levels of war: strategic, operational, and tactical.
- The commander is expected to deploy his force to accomplish specific objectives in this complex environment. His tactics, techniques, and procedures must continually evolve so the unit can accomplish the mission in this cognitively demanding environment. This significantly complicates his abilities to make decisions. The evolving field of Decision Sciences has significant potential to assist the contemporary commander in making reasonable, well-informed decisions in a timely manner.
3. Decision Sciences Research Communities- an Integrated Focus
- The evolving field of Decision sciences has touches elements in numerous research disciplines: mathematics, operations research, statistics, industrial engineering, social, economic, psychological and cognitive sciences and others. Most importantly, these disciplines – to fully support operational decision making – must integrate and unify research effort. Currently, these research participants, researchers and operational decision makers, are not well organized and integrated – not linked within the overall Decision Sciences community. There is an opportunity to increase the synergy.
- The goal of the proposed Decision Sciences Forum is to provide a continual and easy to access forum for that synergy.
- ARO proposes a community of interest across the Army and other governmental S&T community to facilitate effective bottom-up matching of research expertise with organizations that sponsor research in the focus area of decision sciences, as defined below.
4. Focus Statement: Develop theoretical foundations, models, and algorithms to support timely, robust, near-optimal decision making in highly complex, dynamic systems, operating in uncertain, resource-constrained environments with incomplete information against a competent thinking adversary. Examples of research that could contribute towards this unifying goal are:
- Modeling and Simulation of contemporary environments (addressing adversarial strategies, classic terrain features, demographically-informed population information, as well as dynamic temporal information) with the objective of decision support – in contrast to traditional training, acquisition support, and testing M&S.
- Graph theory to support social networking
- Network-based data-mining in support of social or other cognitive networks like influence diagrams.
- Numerical optimization to include capabilities for stochastic behaviors,
- Bayesian and other evidential reasoning
- Sequential Dynamic decision making
- Algorithms with provable performance bounds
- Game theoretical approaches applied to military situations in light of command and staff expectations
- Human-Computer Ergonomics for visualization and quick understanding of analyzed information
- Psychology of decision making (e.g., Klein’s Sources of Power)
- Utility Theory
- Data Mining, Discovery, and Understanding with respect to operational decisions.
5. How Will Proposed Decision Sciences Forum Operate:
- The Decision Sciences Forum is NOT a top-down direct organization. Rather, it is proposed to provide a community-wide forum to allow bottom-up, self-organization that matches the exact right researcher to very specific needs of Army (and other) S&T organizations.
- ARO takes the lead, at least initially,
- Initial steps include -- online presence, conferences, workshops, ….
- Bring together researchers, operators, analysts to collaborate synergistically.
- Opportunistically share contract vehicles, research efforts, and subject matter expertise between government labs,
- Identify specific paths for transitioning research and technology into the research and development pipeline.
- Provide awareness of specific Army, USMC, and other Land-Component decision-support requirements, needs, and challenges.
6. Road Ahead – Next Step
Based on interest only, an initial community will be formed via INFORMS. The first step is to communicate the overall objectives of the Decision Sciences Forum within organizations and their leadership and gain further input and feedback on greater commitments. These commitments could include participation as working interactions, contributions to joint work and establishment of web-based and other forums, such conferences.
