shouldn't. military aircraft are public use A/C, and not subject to several civilian rules, Federal Avn. Regs (FAR). DOD or Branch (Army/AF/Navy/Joint) regs generally cover what are exempted FARs.

so, military enplanements don't count as commercial operations. and an Apache unit won't have enplanements anyway, aircrew only in the aircraft, no passenger space.

but, airfield activity, launches and recoveries would count in a different category.
