Bwaa haa haa ha! I just got it, after watching the vid again.
People don't want to be on video 24/7. The bored clerk thought that he would do a show for the video watchers! Awesome. Think about it - he's in a clothes store for chrissakes. He's gotta do SOMETHING to break up the monotony.
Now, I must move out to plan my own surveillance camera "entertainment". :D

Although its always possible that it is staged, look at these factors as well.
After he first shoots the perp and he falls, the clerk actually sees the perp pick up the gun again and thats why he goes behind the rack so he can get the drop on him. Then if you look close enough you can see him cover his mouth as if he was disgusted with himself.
No jury in america would convict someone for that! except maybe in California

No way of telling authenticity. It looks like it could have very possibly been staged, but you've got to admit that there's no denying that it could have happened. Until someone finds an article or two that legitimizes the clip, it's still subject to opinion.
That said...what was so disturbing about it?
Even though it's taken from the civilian sector, it's an awesome vignette to discuss ROE. The would-be thief made himself into a combatant. Not protected by any rights at that point.
Now, if this scenario were to happen in a combat zone, the camera personifies any witnesses. I'm no lawyer and don't know the laws detailing 'double-tapping', I do know that that guy was a threat even after the 2nd shot; just like KH said. Until a combatant is physically clear of his weapon, though surrender or death....he's still a combatant. Just because someone is bleeding on the ground doesn't lessen the threat that they pose.

Combatant? Doesn't apply in this situation.
