I know that most police academy's in America are going to the simmulation rds. Indiana did right after my grad in 99.
I think sims are invaluable to the "oh shit" factor and adds the realistic taint to the situation. Given you're never going to get the same pump before the mission, but you can achieve more realism through sims.
I've also been a part of numerous live fires in military and police situations. I agree with you Desert Sloth that you can never simulate a real situation.
As far as military, I'm sure there will be some high speed opportunistics out there once the military goes to sims that will supply the need at an exuberant cost to uncle sam. Even with that, "Train real to live" is my answer. Go sim for spec ops at least.
