This is the picture Fox had with the story. I'm not an expert on when/where former Regiment guys can wear their tan berets, but it struck me as odd that an ROTC student would wear one. Or is there some ROTC detachment that wears tan berets as some sort of rank or unit designation? The red flash looks strange on the tan beret also

ROTC is supposed to wear US Army issued clothing and adhere to the standards of 670-1. A military academy can have their own uniforms (think Citadel) that may be based upon lineage and heritage of that academy. JROTC cannot wear the same headgear as the regular army, except the patrol cap. Instructors who were Special Forces can wear the green beret.
So I have no idea why this guy is wearing a tan beret.
