Outsourcing is the way forward. National Medical Care Program is highly outsourced.

The whole thing is a tempest in a teapot.

Cofer Black is a principal at Xe/BW. The "contracts" referred to were with individual mucketymucks at Xe--not with the firm itself. It is entirely reasonable for Cofer Black to remain under contract w his old shop.

I also would not find it surprising if Xe provided services to the agency.

This is a far cry from stating that CIA contracted with Xe for hired guns to go hunting.

Yeah I really hate it when those evil right wingers hatch plots to go and hire assasins to kill terrorists...... Wait why is this news again? Isn't this exactly why we pay our hard earned tax money to the guberment. The only bad part about this story is the fact that it never got implemented.
