Question about re-enlistment

So I have heard first timers (new enlistees ) Can't re-enlist is it true???
Then if he cant, Can he hold his scroll and be Reserve or NG???

Anyone can re-enlist once their window opens. Last I remember it was 24 months out from your ETS date you can look at reup options. The only time someone isn't allowed to re-enlist is if they are flagged in which the type of flag specifically says the soldier cannot re-enlist.
