What rank are you and what unit are you being assigned to?

99% of the time, people are brought out of the IRR to fill critical vacancies, or by their own request.
If you requested to be brought out and have a hook up with a unit that will pay, you may get to go down the line.
However chances of doing so before coming in to a unit from the IRR are slim to none.
