Like everything else, either this government is grossly incompetent, or it is intentional to bring about a crisis, which brings about a desired change in how the country functions.

.... or perhaps the document had already been compromised and was deemed useless in regards to security. TSA, FAA, and assorted airports have had their networks abused in the last 6-9 months.
