The intent is to gain attention so decision makers get the hint. The more hits the more potential attention.

The article is about the casualty evacuation improvements after the initiation of the Golden Hour rule. What it proves is that if assets are dedicated to the requirement, then lives can be saved. The more spread out our forces get, the more we need evacuation assets. We will never get to a golden hour concept in places like Africa. However, with dedicated assets, we can get 3-4 days evacuations down to much shorter times.
