I would THINK that the shoulder would be more of an issue than the neck?

Hornady makes some nice gauges that are caliber specific, that may help. Have you had your headspace checked by a gunsmith? I really wouldn't play with a headspace problem.

If the headspace is insufficient then it can be fixed with a reamer.
