Doesn't appear to be California legal i.e. folding stock and pistol grip and detachable mag and flash suppressor.

You can build a rifle in CA with all the "evil" features (flash suppressor, pistol grip, collapsible stock, etc.) and pinned 10 round magazine. Since It has a "bullet button magazine release" it falls under the category of "pinned magazine".

The other requirements were that you cannot have a bayonet lug, the barrel must be at least 16" in length, and the overall length with the stock collapsed must be at least 30".

It does in fact qualify but just barely.

I don't know who you are addressing but it depends on the manufacturer. Anywhere from $700 to $2,000. Quality costs.

And then the accessories so this is how it worked in my case...

-Bushmaster 16" entire carbine $900
-After 7 years I wanted a different upper reciever so I bought a BCM 16" w/M4 feed ramps and a Larue FF rail system $800
-Aimpoint ML3 $430
-Larue Aimpoint mount $150
-Troy BUIS $140
total $2420

Then you have the cost of rail covers, different butstocks, parts that break, magazines, and ammo at $500 per 1000 rnds. Then you have chestrigs, warbelts and mag pouches to hold your magazines and other shit. Then the cost of classes and ongoing training to learn how to shoot this beast and maintain your proficiency.

So to answer your question $1,000,000

I just finished building an M-4 with a Bushmaster 7.62 x 39 upper and a Rock River lower. Ive put about 600 rounds through it from zero to 200 yards. Shooting Soviet era crap and not a hickup. Very accurate, like the punch of the 7.62 x 39 round. A lot less expensive than 5.56. It was a good build. All totaled, less than $700.
