1. Re-read RRDTm3's post 2. As one of the few ARNG officers to complete RS last year I will tell you that getting Orders is very difficult for non-Infantry types. Hell, in NY they even give us Infantry guys a hard time about going. They don't like spending the money. Very few O's in the higher ranks...

The changes make sense as a time saving measure less stuff for 4th RTB RIs to deal with, but WTF. Part of the beauty of the school is doing alot of things under time duress and while fatigued. The only officer stat that I know for a fact is that of all O's that start Ranger, only 30% make it straight through without recycling at least once.
