You sure he's a Major? Majors don't recruit Joes. They are usually in specialized recruiting like Doctors, Nurses, Lawyers or Chaplains. Even then, MAJ's are rare. Usually a BQ Captain. I would have to look up ligament replacement as a disqualifier, but best case it is deifinetly a medical waiver. This alone is probably going to kill your chances of an option 40.

You should not need any waivers for an option being added while in training. I've never heard of it, anyway.
